I don't think XO is improving. They always claim to have "top tier girls" pref there but it can easily (and most likely) be self-ranking.
I also don't understand why people say phi mu is improving. Not only did they have that SK issue this year, but there is really no basis for their "rise." Could this also be self-ranking?
I think both sororities have nice girls but I'm not so convinced they are getting any better...?

I like both these chapters, here's why:
XO: girls that went top tier did pref there & XO made a good impression. I know this from personal experience, it is not just talk. I think ppl are just giving them some attention for being solid. Not sure if they are really going anywhere, but they are going into rush strong and generally liked.
PM: shown improvement in tangible ways like GPA and awards. Those active in Pan have noticed, and I think those who want to ignore it are doing that for their own reasons. And they have a rep for strong sisterhood. Same as XO, may not mean actual movement, just going in rt direction.
I also agree that AOPi, KAT & Deeph are all looking good these days! Pan <3
