OP is right in a way, but a lot (if not most) of PNMs start recruitment with dreams of being "top tier" dancing in their head. Tent talk, stuff on places like this, and even the term "top tier" can help contribute to that. As rush goes on though and cuts are made, it becomes clear that in reality the "top tier" can only take a small total percentage of the PNMs and they are often competing for the same girls within that small percentage. Since they have to visit all the houses, PNMs start to see there are other great options and start picturing themselves in other sororitys. And in the end, the numbers end up generally the same based on the rules set by panhellenic.
