The only people that think dphie is top tier is dphers because they're just that self involved. I'm not being harsh, they're just not that hot, their campus involvement is a average, their house isn't as relevant as it used to be and their pledge class keeps getting less and less hot. A lot of girls that went for them chose theta over them which has to hurt.
