Sig chi/Sae question

How is it that the off campus fraternities are “top” fraternities/is that just because they are off campus and have no rules that they’re top?

Wild how my last post already got taken down for literally being facts. Wild how a whole thread about fraternities POC felt comfortable at also got taken down. This site is absolutely wild.
