what happened with sigep last year?

Somebody told me that like 80 kids rushed sigep and only 25 of them got bids. Is this true? Why did so many kids get cut?

1. Giving 80 kids bids would have more than doubled the size of their chapter
2. Most (all) of the kids that didn't get bids probably sucked
