So these are the houses I know are doing COB spring semester 2016: Chi O, Pi Phi, ZTA and KD

Who else? And why are they doing COB?

These houses are doing COB because the have a horrible retention rate. If a house is not doing COB, it is because the members that they have enjoy he house they are in and the house is not in need of new members

Pi Phi is actually one of the only houses on campus that is at maximum capacity of 192 girls so no they are not COBing.

COB doesn't mean houses have a high drop rate. In most cases, the chapter has a lot of girls graduating or going to nursing school after first semester.
