panhellenic cob chair

I am genuinely curious how did the Pi phi who has know COB experience get slated against the sigma kappa who has cob experience? I’m sorry but I thought it was kind of ridiclous. I’m not saying this Pi Phi is a bad person, I don’t know her personally, but I think it’s really stupid that because Panhellenic thought they were equally qualified candidates...
