upperclassmen?

I'm in a fraternity. It seems that each frat, each semester takes a few juniors/seniors. I've known several upperclassmen who gotten bids. I know juniors can get bids for sororities but it's not as common.
How come a random upperclassmen off the street could get a bid from Lambda or Pike but a junior girl struggles to get a bid from a decent sorority?

No sure if fraternities have a campus membership ceiling, but the sororities do...so if they are limited, they want to try and take the girls who will be around the longest.
I don't think the situation for sophomores is bad here compared to other schools. Juniors might be tougher, but as long as it was a solid candidate with a good rep, good grades, they'd probably stand a chance with maybe half the houses on campus. More than a few sororities took juniors over the past year, in both formal and informal recruitment.
