Quota is based on how many PNMs pref a house. In theory, if 700 girls prefed, there could be pledge classes of around 70 girls each (highly unlikely 700 would pref).
Growth is good for the URI greek system. The current chapters just have to learn how to manage that growth. Other schools have pledge classes of 100+ people every year. They don't all live in a chapter house, and they have to communicate with their entire chapter a bit differently.
