why are bottom tier sororitys/frats bottom?

Theres a couple frats and sororitys that have really bad reputations for no good reason. Yeah they may have had a few oddballs in the past but its just disrespectful when someone in a top organization won't even acknowledge or talk to someone in a bottom one as soon as they hear that person is in a bottom frat/sorority
