What happens to the 60 freshman never initiated? Can they rush to the other Sororities now?

Unless there's an exception from national panhellenic, because they accepted a bid, they cant rush again for a year.

clearly ur not in a sorority otherwise you'd know that as long as you're not initiated you can rush again in these circumstances

Usually in situations like this thrusters released from their commitment and free to join another group during the next recruitment period, formal or informal

They were released from their bids and are free to rush next semester.
