They're harder to get into because they are more popular and everyone wants to be in them so they have options of who they pick.
For the top 5 the reasons are
Gphi: bases more on looks, also a top (usually considered #1 house) so they have "the pick of the litter"
Kappa:also based on looks and they search for a very particular type, probably the house filled with the most sorority type girls depicted in movies
Chi o: also looks for a very particular type, very big emphasis on grades and ambition, even though they are less popular than pi phi it is harder to get into chi o then pi phi
Pi phi: pi phi and gphi are very similar in many ways including why they are hard to get into and girls are often choosing between pi phi and gphi during recruitment however it is easier to get into pi phi than gphi
Aphi: they will probably be easy to get into next year because of the scandal of this year
