Does Iowa accept actives as the authors of letters of recs? I'm tryna get mine done now and know a couple girls in sororities now that could write me one but don't know if they'll be accepted.

Letters of req at Iowa aren't really that big of a deal. They're not gonna help you get into a house. If a house doesn't like you, they'll drop you regardless even if you had letter of req.
