It's impossible to say there is one exact first, second etc. Several chapters have the same types of members and it's about personal preference. But, in general, they would be grouped together like this based on who cross rushes.

Frats
Top: Sig Chi, Phi Tau/KDR, Kappa Sig
Middle: Theta/Sig Pi/Phi Delt
Bottom: PSK, Acacia

Sororities:
Top: DZ/DG, AXID
Top Middle: ASA/AGD, Sig Kap
Lower Middle: AST, ZTA, Tri Sig
Bottom: DPhiE/TPA
