It is impossible to say that one chapter is "better" than another. Every chapter has its own personality and vibe. You need to find your tribe based on who you are and not on who other people tell you are cool.
However, generally speaking, these chapters tend to overlap in their recruitment. The ones in each "tier" tend to be most similar/share popularity:
Top: DG, DZ, AGD
Upper Middle: AXiD, ASA, AST
Lower Middle: Sig Kap, ZTA, Tri Sig
Bottom: DPhiE, TPA

It's sad. PNMs don't know what to think and come to this site for guidance. Sadly, they don't realize this is nothing more than a bunch of insecure, self ranking individuals putting their house above another to try and give themselves an advantage during recruitment. Some naive freshmen will fall for it. But, ladies, you are far better off meeting the women in a chapter and deciding for yourselves where you fit in. Don't let anonymous mean girls tell you who you or your friends should be. You are better than that.
