PNMs are perfectly allowed to go out. Yes, it's highly recommended that they don't. Plus, you'd have no idea if they went out or not, because you can't go out.

Actives can't go out (at least to public bars) until recruitment is over

Actives can't go out to any place that would be serving alcohol. Parties, frat houses, bars, etc. Obviously if they went to restaurant like Applebee's for dinner, that'd be a different story. Pnms can go out whenever or wherever they want. Obviously it's recommended not because if a chapter were to find out, depending on the situation, they could cut you. Like if you went to a frat party and got drunk and hard core was trying to flirt with a sisters bf, and then threw up. Yah, they would not give you a bid most likely...
