quota

This might be a dumb question but I'm still asking.. Is quota set by the number of girls who signed up for recruitment in general or how many girls are still in it my pref round?

Pref round- a decent percentage either never show up or drop out because they were dropped by their favorite(s), that is why they don't use the the registration number as their basis for setting quota.
