As superficial as this sounds for guy's the tier system comes down to 1) how fun are your parties/how much do you throw down for alcohol 2) how attractive are the girls you associate with. Sig Ep seems to be more focused on academics, university relations etc. than partying or climbing the social ladder. In the past they have gotten other fraternities in trouble which gives them a "snitch" status. Girls aren't going to want to hang out with a chapter that got their friends or house that they party at in trouble. Furthermore they lack cohesiveness as a whole and it truly does seem that brothers do not know everyone or mostly everyone in their chapter. So if you want a guy who is probably not going to try to hook up with you and is involved on campus than you want a Sig ep. If you want to party and be more social than TKE is down the street sweetheart.
