I'm personally not a fan of theta or their girls but I'm pretty sure everyone knows they are top tier. Not as high as DG KKG or KD though

Standard rush rankings (yeah, these arent true for every girl, but for the most part):

TOP (the houses most girls want, in no order)--
Theta/Kappa/KD (most well rounded, popular houses)
DG/Pi Phi/A Phi (bigger partiers, still very popular)

Upper Middle (not usually first choices, but still very good houses)
Chi O/DDD/AGD

Lower Middle (less popular during rush, but plenty of girls are happy with these choices)
Fuzzie/AXO
AOPi (maybe... i like the vibe of this house and i really see them continuing to improve, but it depends a lot on the pledge classes they pull in)

Lower: definitely not for everyone, but they fill niches on our campus and the right type of girl will love it there)

no one picks theta first during rush, not even the girls who r in it now did. so this would explain why their so self conscious and selfrank on greekrank all the time... embarrassing
