Middle: KKG/AXO/Chi O/AGD/DDD/A Phi
Bottom: AXiD/DZ/AOPi/AEPhi

If you're going to do 3 (which i dont think is enough based on the diversity between the houses), BOTH AXO and AXiD belong on the bottom and Kappa belongs on the top (at least until we see how they do next year):

Top: Theta/Pi Phi/KD/DG/Kappa
Middle: A Phi/Chi O/DDD/AGD
Bottom: AXO/AXiD/AOPi/DZ/AEPhi

...
Although, IMO, it's better with more tiers:
Upper: Theta/Pi Phi/KD
Upper Middle: Kappa/A Phi/DG
Middle: DDD/Chi O/AGD
Lower Middle: AXiD/AXO/AOPi
Lower: DZ/AEPhi

Beta: TriDelt, DZ, Theta, APhi, AGD
Gamma: Kappa, PiPhi, ChiO, AEPhi
