2: dg/alpha phi/chi o/ddd
3: axo/agd/aopi/axid
4: dz/aephi

chi o could go to in 2nd or 3rd tier.

something about ddd and xo being in the same tier as axo and maybe aopi makes me laugh.

i say its either like this:
1st tier: kappa/kd/theta/pi phi
2nd tier: alpha phi/ddd/dg/chi o
3rd tier: agd/axo/i/fuzzie
4th tier: aopi/dz/aephi


or:

1st: kappa, kd, theta
2nd:pi phi, alpha phi, ddd
3rd: dg, xo, agd
4th:axid, axo, aopi
5th: dz, aephi

ranking of the houses taking spring pledge classes:

1. dg
2. ddd
3. aopi
4. aephi
5. dz

Overall I agree with anon's 2nd ranking with the 5 tiers (although i would switch dg and ddd)
