Panhel has already given a list of girls to all of the houses who are eligible to go through COR. Your name should be on there.
Chapters can choose if they want to invite everyone to COR parties or if they only want to invite a few. Typically it depends on how many openings there are. If a chapter only has 1 or 2 spots, they won't always invite the entire list since it's too much work. Chapters HATE doing COR so they want to make it as easy as possible.
My chapter is over total so we can't do it but before we knew what total was, we thought we would have 1 opening. For that, we would scan the list and only invite 3 people and do something very low key.
