Sororities each have around 130-170 to members so it's kind of difficult for a 30 man fraternity to have a solid social event with a sorority. The 8 or so fraternities you hear about have regular social events with girls (around 3 a week), have the largest philanthropies, multiple houses and the most members.

Surprisingly DOK actually has some hot members and if they were in PHA and had more members they would easily be above DZ, AEPHI, AOPi and AXO

DOK - delta omega kappa, is a nursing major sorority here at osu that lives in a tiny little house and has "socials" with the really small fraternities because the rest of the greek community laughs at them. Theyre nothing more than a drinking club, and most people would be better off joining one of the recognized professional major fraternities, than this random sorority

Sig ep and ATO are both very much relevant. You should rush everywhere- big and small frats alike and all different tiers if you want to make sure you find a place you fit in and are happy with

If by "relevant" you mean the rest of the Greek community has to watch their backs so they don't get them in trouble, then yes.

It depends what you're looking for and your personality. If you are really academic, not a huge drinker but want to go Greek Sig Ep might be perfect for you. ATO seems to have fallen a lot in the past few years but they have a great philanthropy (Casino night) and strong brotherhood.

ATO's brotherhood is pathetic, the pledges ratted to nationals on the older members and had them kicked out at the end of the year

If you want to be actually relevant in Greek life here than join one of those top 8 fraternities. If not than AOPi and DOK will be your marquee pairing twice a semester.
