is it possible to be a transfer not knowing anyone in Phi Psi to rush them or is the fall pc decided too early

It's possible. Contact their rush chair and tell him you're interested. If you don't know anyone, though, I encourage you to rush multiple fraternities because a) phi psi's class will be small, and b) you want to make sure you're joining a frat you like, not one you heard is "top tier" on this website.

It's very possible. Most of the guys in their most recent winter class didn't know anyone in Phi Psi previously before they rushed. You just have to bond really well with the guys and rush chairs so people can vouch for you.

You need to bring your family tree with you so you can prove that you come from a noble pedigree, two letters of recommendation and a bar of gold to even be considered.

For Fall I'd say you have close to no chance. I know a guy who was in the Fall 2013 Pledge class and he said all his rush brothers each knew quite a few active brothers. Not impossible but you'd probably have a better shot in Spring, even as a soph
