I think people are being somewhat hard on the "top tiers" they arent all rude, a lot of them just already have enough friends that they arent outwardly friendly

Alpha Phi can be legitimately mean at times and even Phi Psi's acknowledge that Pi Phi's are pretty stuck up. A lot of the top tier girls (at least the hot ones) are used to getting everything they want and look down on a lot of people and it shows. Of course there are exceptions but overall mid-tier girls are way more laid-back.

Rate PiPhi as totally rude/mean have been at a few dif frat date parties and saw those girls just use the guy to get an invite and then ditch their date and party with their pi phi sistas which makes their dates big time Pissed.

I've noticed is most girls in a top house like Pi Phi or Kappa are stuck up even if they look like a DZ because of the house they're in. Being top tier gives even uglies a sense of entitlement its pretty funny.
