Thoughts on phi rho?

I’m curious about phi rho. I ended up joining a house during formal but I’m still curious because I considered them. If they weren’t just engineers, would they still rank as low? Like are the members weird/are they not social, or is it just that they’re low that they are a smaller chapter and don’t get to be fully involved in pha stuff?
