party’s in the actual houses

Why is sigma chi basically the only frat that’s allowed to party in their actual house? It makes no sense to me

In order for a house to be STEP approved it has to be dry, and in order for sophomores to be able to live-in vs. living in a dorm, the house has to be step approved. Sig chi and pikapp can’t have sophomores live in
