why do some sororities have block partners?

Hi I was talking to some girls and I asked who they were blocking with and one of the girls said they’re sorority doesn’t block? Which ones don’t block and why? Are they in trouble?

This year some sororities didn’t block because of risk management stuff with all of the frats getting in trouble. Other sororities didn’t block because no relevant frats asked them. So most likely one of those two things happened
