ATO is objectively more similar to Phi Delt and AEPi than Pike and Fiji, throw them onto Tier 3

ATO is in a weird spot cuz they’re better than Fiji and Pike but idk about them being on the same level as Phi Delt (although I think they’re neck and neck with AEPi after this block season).
