can an international student join a sorority?

Of course! There is no rule against it. It may actually make some chapters more interested in you! The only thing is you said you'll be studying here next year? Is that the only year you'll be here? If you're only here for one year it may be hard. If you just meant you're going to be a freshman starting here next year, you'll be fine!
Either way, you should definitely try!

...so you get more time with the sorority and if the sorority knows you'll be a part of their chapter for longer, they're more likely to have you as a member
