It wouldn't have anything to do with graduating seniors. They can't recruit now in expectation to seniors graduating, because then all sororities would recruit for the exact same reason. They can't go purposefully over total/quota. If they don't meet total, then they can recruit. If they meet quota or surpass it, they can't recruit because it would raise total and be harder for sororities who didn't make total to catch up.
Some sororities have off years. The pnms might not be feeling it, they could have a lot of girls sick, or the leadership wasn't up to par. Seniors don't have anything to do with it until fall.

In some instances there are spots that come available because seniors deactivate during the final semester due to conflicts in their schedules or shifts in priorities that keep them from being able to be as involved. I'm not saying this is what happened with Chi O, but it very well could be?

No it isn't weird. Many chapters had fall grads or girls go inactive. It really isn't that big of a deal if you only have a few openings when total is almost 200. Now, if you have 50 openings, that is a different story.
Let it die and stop beating this issue to death.

Chi O probably didn't have a ton of spots, so they more than likely called back a few girls they liked to gauge interest. There are lots of girls who would like to be in chi o, so the chapter really has a lot of selection. It's probably too late for chi o if you were not contacted.

Can anyone confirm that Chi O called girls back already? They emailed me January 26nd and said thanks for your interest we'll contact girls shortly about Informal Recruitment and I haven't heard from them since.

They are doing it the 7th and 9th it's open house you should have gotten an email. Hope that helps.
