what does step approved house mean?

Not just a frat thing. It means that OSU cleared the house as an alternative for sophomores to living on campus. If your house is STEP approved, you are able to live there rather than a dorm your second year. To be step approved, there are a ton of rules. Like each person has to have their own provided bed and desk, and things like that, and has to do with number of alcohol events at the house.
I believe all of PHA is step approved. I don't know about frats though.
