PHA already voted to let them back the next time OSU is open for sorority expansion. However, the organization has to follow certain guidelines first and OSU has the ability to call off or alter this deal at any point. And after the shenanigans during last formal recruitment, it is possible that it's already been delayed.

PHA voted to allow them to be in consideration as long as they follow those guidelines. Technically, another sorority could make a bid to join the expansion along with KKG. It is a longer process that just allowing them to come back after boxes have been checked-- the current sororities need to vote on which one they want. Most likely, PHA will be expanding in 2017 with or without them.
With that being said, though, it will be interesting to see what the sororities want-- KKG recruits well, its HQ is in Columbus, already has housing on campus, and thus would be an easy(ish) transition. However, perhaps the community will want to let a new sorority join campus. I guess we will see!

PHA usually waits 4 years so any old actives have graduated before bring a suspended chapter back, so I don't see them bring KKG back yet. Probs not until 2019 at the earliest.

No, what PHA voted on was to give priority to KKG in 2 years when OSU is open for extension. Not that they were merely 'allowed' to participate in expansion. So the PNMs who originally pledged Kappa will be seniors. I was one of the delegates who had to vote on it and we had plenty of meetings filled with deliberation, so trust me, I know.
