Was what they did wrong? For sure, no one should be doing stuff like that.

Was the dog harmed? No. Dogs (like nearly all organisms on earth) can metabolize alcohol safely and beer otherwise just contains grains which they eat in their dog food anyway. Yeah the dog is small but there wasn't even enough for it to feel anything, much less get drunk. We have no reason to believe anything else happened outside of this whole drunken episode because we don't have context for the video or know the relationship between the dog and its owner.

Should they be punished? Absolutely. Actions have consequences. I'm not sure what the punishment should be but I wouldn't be surprised if nothing happens.
