sigma kappa

Will Sigma Kappa be considered a bottom tier house? Like would it be better to be in an established bottom tier house or a new house?

Yes far better to be in any established house rather than sigma kappa unless you want to be a part of leading its chartering on campus and having that experience. It will probably be considered at the same level as Sigma Mu Omega for a while to be honest.
