No one can speak for every chapter, but in my experience:
Anything over a 3.5 and you're an asset to a chapter.
3.3-3.5, probably going to be in a solid position.
3.0-3.2, starts to get shaky, but if you're strong in other areas it shouldn't be a deal breaker.
Below a 3.0: Not impossible, but don't get your hopes up.
This is for incoming freshman, for sophomores and juniors your gpa usually matters more.

I'm assuming you're talking about informal? If so then every house will have their own process but yes, they'll most likely ask for that information before they hand out bids. Once you join you sign something allowing school to release your grades to the chapter so be honest. For fall formal your gpa is part of the recruitment application you submit upon registering.
