by: plzI find it almost comical that everyone thinks a phi and dg are so great when they have to do spring rush to get more girls to take the place of all the girls that dropped. While other houses that are supposedly "lower" never have to do spring rush because their girls actually love the house they are in and don't have girls dropping left and right.

Let's clarify a couple of things:
1. Your national headquarters does NOT set quota, our campus PHC does. Some organizations don't give their chapters a choice: they are expected to COB until they are at quota, even if it's only a ten person difference. Others leave it to the chapter's discretion. There is no way to know what goes on behind the scenes.
2. Technically no, not everyone is eligible to COB. If you're above quota you may not COB.

This is just not true. I am on our exec and I can tell you that it changes by percentage, and that we are doing it as a result of early graduations. relax
