I'm a girl still questioning whether to rush or not but if I decided not to would I still be able to attend frat parties or are those more strictly for greek life students

I totally recommend going through recruitment because it's a great way to meet a lot of people! Even if you don't end up joining a house you wont regret rushing because then you'll for sure know greek life isn't for you! And on the note of frat parties, it's extremely easy for any girl to attend frat parties! You don't have to be in a sorority to go!

Trust me, if you're a girl you don't have to worry about getting into parties period.

The only parties you won't be allowed to attend are functions that (if you join) your sorority is not invited to, but even then the after parties are usually free game.

Definitely go through recruitment if it is something you're considering at all. Going through as a sophomore can sometimes limit your options, but even more you want to maximize the time you have with your chapter. If you go through and decide it isn't for you then you won't waste any time wondering.
