Theta and SK always do because half their PCs drop every year. DZ will because they’re new and have trouble keeping people.

Some middle tiers will and some won’t, just depends.

PHC will let chapters know after bid day if they met quota or not, then usually after fall term and a few drops happen, houses will make the call on whether or not they will do COB

The chances of COB this year for anything but bottom tier is low with so many PNMs.
