can juniors go through formal recruitment?

im confused... the kkg website says formal recruitment is only for freshmen and COB is for upperclassmen...

I know that multiple juniors went through formal Panhellenic recruitment this fall, so it's definitely possible. Juniors can also go through open recruitment, although only certain chapters hold those events in Spring and late Fall.

I don't know what policies specific chapters have on recruitment. I would think that the year in school wouldn't matter, but different chapters have different policies.
