what about them?

I think as far as recruitment goes, the ones that are on the rise are KKG, AXO, KD, and XO
The ones who seem to be falling are AXD, AOPi (and I guess Sigma Kappa)
Pi Phi, DG, Alpha Phi, and DZ will probably just remain the same.

If you're looking for who is most likely going to do the best, probably Pi Phi, AXO, KKG, and APhi. These are the chapters that have done very well over the past few years of recruitment, and I don't see any of them struggling to continue that trend.

You're right, they have been improving in some aspects, although I would still advise most girls against joining. The reason is that their overall sisterhood is still going to be weak until the older, problematic generation graduates or they go through a full re-organization. I've seen some very intelligent, independent freshmen turn into basic, popular opinion-following, "air headed" robots by senior year. I don't think that's who they are outside of the sorority, but that's certainly how they act in the Greek scene.

It's only because that's how Sigma Kappa's culture has become this way through years of this behavior. It can certainly turn around, but only will the full cooperation and help from members. I think that they're complacent about where they are, and so it's their own decision to keep the status quo.
