It has to do with a pretty complex system actually. Current number of members in the chapter and the amount of girls going through recruitment influence “total” and “quota” aka how many new members a chapter is allowed to take. It is also depends on how the potential new members select the chapters during preference and how the chapters rank the potential new members.
