I am assuming that the reason some of the sororities had to take pledges in the spring is because Panhellenic overestimated the number of girls going thru Fall rush and set the bid quotas too high.

Quota is set after pref round. Basically the number of PNMs still participating divided by the number of sororities. Maybe the sororities that held spring rush had quite a few December graduates or members who did not return after Christmas, for whatever reason.
