Hi, I am a rising freshman, and I'd like to know my chances of getting into any fraternity. I have no legacy, but I graduated 3rd in my high school class, had a 4.7 gpa, was student body president, played 2 varsity sports, and have an academic full ride to state (park). Will these things increase my chances during recruitment or does it even matter?

Yes, those things will definitely help. It will also depend on how you mix with the brothers.

These things do matter, but only to certain fraternities.

My fraternity has 2 park scholars in our brotherhood and we value guys with good GPA's.
I had the same gpa as you coming out of high school as well but that's usually not brought up in discussion during rush with the brothers.

All this said, if you don't mix well with the guys, none of that stuff in the end will matter
