Just wondering

Just a hypothetical question, is there a chance tht an org can move up to top tier w/in time? If so, what measures would have to be taken?

The tiers aren’t set in stone. They aren’t even the same as they were 4 years ago or even 2 years ago because the girls in each organization changes over time.
