Why is Zeta doing COB?

Confused as to why zeta is doing COB since they hit total. Can they do it even if they’re at total?

Not all chapters chose to hit total during recruitment, and purposely left room for COB. Some chapters didn’t even hit total and still aren’t doing COB. It’s up to each chapter.
