Meeting quota in the fall has nothing to do with whether you might fall below total in the spring & thus want/need to recruit a few more sisters to get back up to total. Quota & total are not the same thing and any chapter can fall below total, depending on the factors. For example, let's say 3 years ago, AST recruited more women who were scheduled to graduate in December '17, while Kappa recruited had mostly women who were graduating in May '18. I hear it was pretty close when quota was reset this semester by Panhel, and if it had been any higher, you probably would have seen several more chapters than just DG and AST recruiting right now.
