top tier vs bottom tier

So what is the biggest reason to rush a top tier house? I want to rush a fraternity to get involved in a community with a group of like minded guys, but obviously would like to have fun as well. If I rush a lower tier house cause I click with those members would I still have opportunities to rage and have fun with my brothers? Or are the lower tier houses kind of independent. I don't know if that makes sense, but basically I am asking what are the differences between "top" tier and "lower" tier houses and the motives to pick between them.
