pref round sorority

How common/uncommon is it for a chapter to invite you to pref round and then not give you a bid? If you rank all your houses are you guaranteed a bid?

If you go to all the parties you are invited to and attend all of the preference parties you are invited to, you will receive a bid from one of those houses
