rules for letter of rec

Can an alumni of a sorority submit a letter of Rec if they attended a different school than Miami? Also can a current member of a sorority at another school submit one? And are letters even helpful?

Yes, their their nationals website should have a form or link or some information about submitting a letter of recommendation. It may not help you, but it certainly wont hurt you.
